The shaliach tzibur repeats the amidah for the sake of those who are unable to say it themselves. What does it mean to be unable to say the amidah yourself? If everyone in the community can say it, does the shatz need to repeat it? Does the shatz need to wait for everyone to finish his personal amidah before beginning chazarat hashatz? Should he at least wait for the rabbi?
